Budget Expectations in Social Sectors Union Budget 2016 is at our doorsteps. Expert anxiously wait for the Part B of the Union budget speech which deals with taxation aspect. However, it is the Part A dealing with the social aspects i.e., health, education, environment, etc, which affects each one of us either directly or indirectly. Scholars often term them as soft issues but these issues hit us really hard. Why the Govt. is so stingy when it comes to spending on the social sector? Is the problem only confined to budgetary allocation or somewhere else?
